The BJC provides a wide range of services and activities. Funding for the services and activities comes from a variety of different sources.

LOCAL EMPLOYMENT SERVICES NETWORK
The Local Employment Service Network (LESN) and FÁS Employment Services are the two elements of the National Employment Services. Since 1996 the BJC has managed the LESN on behalf of the Ballymun Whitehall Area Partnership and FAS. The core guidance and placement service, provided by the BJC, is funded by the LESN. The Local Development Social Inclusion Programme also supports it through the Services to the Unemployed Measure.
There are two aspects of the LESN that makes it unique and different but complementary to the FAS Employment Services. The first is its local focus and the second is the networking quality of the work. Thus the range of services provided by the BJC are adapted to the needs of the local job seeker. These are delivered within a context which recognises that the labour market needs of the job seeker are best addressed when their personal, family and community needs are taken into account. Thus the BJC links the employment services into other local providers such as health, family and community.
The Irish National Employment Action Plan (EAP), adopted by the Government as its response to the European Employment Guidelines, includes a commitment to a more systematic engagement of the Employment Services with the unemployed. Since July 2009, as part of the LESN funded activities, the BJC is involved in the EAP. This entails taking referrals of individuals signing on at the Ballymun local office of the Department of Social Protection. The aim of the referral is to inform the individual of the range of labour market services available, to work with them to develop a career plan and to encourage and support them into education, training or employment.
